About the Institute
The Public Service Institute publishes research on Canadian public procurement. It is operated by and shares data infrastructure with two companion projects.
The Institute exists to answer, with compiled open data, the questions that annual reports raise but never resolve: who receives public contracts, how competitive the markets really are, and what the record shows when awards are contested. Its remit is Canadian public procurement at every order of government — the federal corpus (2004–2026), Quebec's uniquely detailed tendering record, the CITT bid-challenge registry, and the provincial award records as they become compilable.
Research is grounded exclusively in compiled official data. Every figure is computed from the corpus at publication time and reproducible from the datasets maintained by the Institute's companion projects: the Public Service Index (statistics of record) and pubsec/data (open datasets). The Institute is operated as an independent research endeavor. Commercial interests play no role in research findings; where a report mentions tooling, it does so because the tooling implements the report's own numbers.
